I am very pleased
to be in Jerusalem or in Farsi, Urshalim. Although I am not a nationalist,
there is an historical story associated with Jerusalem for me as an
Iranian. Around 540 BC Cyrus the Great claimed the city of
Babylonia as his
own, and in short order repatriated displaced peoples, restored temples
and cult sanctuaries. Indeed his infamous “Cyrus cylinder” is thought by
some to have been the first declaration of human rights. As one
who has dedicated
my life’s work to the cause of equal and human rights for my fellow man, I
am humbled to visit this place where my ancestral countryman first
envisioned a world of equality for all.

been launched today, on December

Imagine for a
moment that you are in prison waiting to be executed in a matter of days.
You know that there are organizations that are supporting and advocating
on your behalf.
You know your case
has been sent to the United Nations for their protection, support and to
condemn the government and stop your execution. You believe that if any
organization can help your case it would be the United
Nations and its
body, but only to hear a statement was made expressing their empathy with
your situation but unfortunately are unable to over turn your conviction
or even reduce your sentence.
How would you feel
then? What do you believe is the role of International organizations
regarding issues and policies against human rights?

Iranian
Gay Man Assaulted at Seneca College at York
(November 29, 11)
On Friday,
November 25th, 29 year old Seneca student Mojtaba was brutally assaulted
on the Seneca College at York University Campus at around 11:30 am. Mojtaba
is a gay Iranian who fled his native Iran due to fears of persecution
based on his sexual orientation and has been living in Toronto, Canada
since August 2009.
Police have
charged a 21 year old suspect with assault with a weapon after Mojtaba
suffered a verbal and physical assault and cut to his throat.

A Testimony on the
Launch of the Iranian Voices in Stockholm (November 8, 2011)

travel to Stockholm participate in the launch of “Iranian Voices”, a radio

Minister of Foreign Affairs Canada and Queer Human
Rights in Iran (August
19, 11)
As you
may be aware, Canada's concerns about human rights in Iran are
long-standing. As part of its ongoing efforts to promote respect
for
human rights in the country, Canada led the adoption of the resolution
"Situation of human rights in the Islamic Republic of Iran" in the third
committee at the fall 2010 session of the UNGA.

World Refugee Day
(June 20, 11)
Today the 60th
anniversary of the United Nations Convention Relating to the Status of
Refugees is being celebrated while thousands of people still need
international protection. People are leaving their country of origin
because of their race, nationality, religion, political opinions and
membership in particular social groups. In many countries around the
world, queers
are considered members of a particular social group who have a
well-founded fear of being persecuted or suffering discrimination for
their sexual orientation or gender identity

Iranian
Queers Marched Against Homophobia (May 27, 11)
A pioneering event
also took place during the March against Homophobia and Transphobia,
organized this year for the fourth time by Kaos GL and IRQR. Iranian queer
refugees finding asylum in Turkey also joined the march, voicing their
slogans,
“Ahmadinejad! We are here!”. Iranian LGBT asylum-seekers also took their
part in the March against Homophobia and Transphobia on 22nd of May
in Ankara, the
Capital City. Kaos GL and IRQR organized a service shuttle from Kayseri to
facilitate their participation in the March.

The 6th
International Meeting against Homophobia was concluded with the
International March held in Ankara. Lesbian, Gay, Bisexual and Trans
(LGBT) individuals coming from all over Turkey with a wish to have the
reality of “sexual orientation”
and “gender
identity” recognized for constitutional equality walked against homophobia
and transphobia from Kurtuluş Park to Kizilay Sakarya Street

The Iranian
Railroad for Queer Refugees challenges homophobe therapists! (May 25, 11)
On the
International Day against Homophobia, Toronto based Iranian LGBT
organization (IRQR) released an open letter on its official website and
asked all IRQR members
to send a copy of
this letter to a therapist they know in Iran. The press release on
irqr.net reads: “… in other words, many psychologists, and therapists are
homophobe themselves. Help ask them to pay more attention by sending a
letter. Print
the written letter and send it to at least one psychiatrist.” The press
release also asks Iran based members to use fake sender addresses for the
security reasons.

against Homophobia from 13 Countries will meet in Ankara (May 13, 11)
Arsham Parsi, executive director of the
Iranian Railroad for Queer Refugees (IRQR) based in Toronto, Canada paid
another visit to Turkey to participate at the 6th International Meeting
Against Homophobia
among other activists from the Caucasus, Middle East
and Balkans.The participants of “Regional Network against Homophobia”,
which will take place within the scope of 6th International Meeting
against Homophobia are determined. Opponents of homophobia from Bosnia
Herzegovina, Lebanon, Serbia, Croatia, Palestine, Israel, Armenia,
Georgia, Macedonia, Greece, Montenegro, Egypt and Iran will meet in Ankara
on May 20th.   |

Complicating
Subjectivity and Transgression: An analysis of the Queer Movement in the
Islamic Republic of Iran
The queer subjects
in Iran belong to the socio-biological underclass of that country. The
inbetweenness of their identities, relative to the nation-state, is the
result of newly defined subject
positions inspired
by religio-social codes of subjectivity, instituted by the Islamic state,
the essentialization of their bodies by the state, and the denial of some
queer identities by ruling clerics. In this essay, I analyze the
intersectional geneologies to increase awareness and understanding of
their struggle.  |

Constructing
Against Colonialism
In July 2005 the
Iranian Student News Agency covered the execution of Mahmoud Asgari and
Ayaz Marhoni in Mashhad. The incident quickly drew international attention
when disturbing photos of the hanging were widely distributed on the
Internet. The
executions of the two teenagers divided the human rights community over
whether it was a gay rights issue or a violation of the international
convention against execution.
The initial report
from the ISNA, a government press agency, had stated that they were hanged
for homosexuality; after the international outcry, the Iranian government
stated the hangings were primarily for raping a boy.

Group and Telephone Counseling for Iranian Queers (January 19, 11)
We would like to invite Iranian queers to join us to meet others and share
their concerns and worries in a completely friendly and confidential
environment. We, also, would offer a phone line that would let those who
cannot join us within the obtained hours, for any reason, to call in and
share their concerns in Farsi.

I do not recall
when you committed suicide. I cannot remember the exact date that I came
to your room and saw those bloody sheets of yours. Your mother was crying
and I was mad at your parents. But I remember that, on that particular
day, I truly became Arsham Parsi and decided to dedicate myself to working
for the freedom of queers from Iran. Now, I miss you a lot and I would
like to write this letter to you.  |

IRQR Language Program
Since most asylum seekers are going to need
English language in their destination country, and in order to help asylum
seekers make most of their time
while waiting for their cases to pass the
UNHCR process, IRQR has embarked upon assisting LGBT asylum seekers learn
or improve their
English through IRQR Language Program classes.

New
arrest of “Gang of Faggots in Shiraz” (July 15, 10)
On Sunday July
11th 2010, a private party in a suburb called Podonak was raided. The
police lead the raid, accompanied by the volunteer moral militia
(Basij) and
revolutionary guard (Sepah). Reports vary, but we understand that between
17 and 19 people
have been arrested
and taken to the local intelligent service’s detention centre on Modares
Boulevard

Gay asylum seekers
win protection from deportation (July 7, 10)
Gay and lesbian
asylum seekers have won the right not to be deported from the UK if they
would be persecuted in their home countries. The supreme court unanimously
allowed appeals from two men,
from Cameroon and
Iran, whose claims had earlier been turned down because officials said
they could hide their sexuality
by behaving
discreetly. The government accepted the ruling and said that policy on gay
and lesbian asylum seekers would be changed with immediate effect.

anniversary of Pride Toronto and Iranian Queers (July 4, 10)

information about Iranian queer human rights violations first, and then I
will talk about international support and our expectation
from international
organizations and governments. In other words, what is the responsibility
of international organizations like the United Nations and governments
regarding Iranian queer human rights violations?

Refugees need more
help from private groups: Kenney (June 29, 10)
Federal
Immigration Minister Jason Kenney said private organizations like gay and
lesbian groups need to reach out and sponsor more refugees and bring them
to Canada.
Speaking at a
Catholic immigration centre in Ottawa on Tuesday, Kenney said life can be
dangerous in Iran, especially for gays and lesbians, and urged
organizations in Canada to help out.

Balanced
Refugee Reform Passes Final Hurdle in the Senate, Launches Summer Tour to
Promote Refugee Resettlement (June 29, 10)
Today, Jason
Kenney, Minister of Citizenship, Immigration and Multiculturalism marked
another milestone as Bill C-11, the Balanced Refugee Reform Act was passed
by the Senate late last night. Bill C-11
now awaits Royal
Assent. The passage of the Balanced Refugee Reform Act by the Senate was a
collaborative effort by all parties, which led to the acceptance of a
series of amendments and all-party support in both the House of Commons
and the Senate.

Three
More Possible Death Sentences for Homosexuality in Iran (June 18, 10)
The Iranian
Railroad for Queer Refugees (IRQR) recently received reports from Iran
regarding three more possible death sentences for homosexuality, one man
receiving 74 lashes for his homosexual act and the murder of a 23 year old
bisexual man by the Iranian security forces.

Stonewall: "No going back: Lesbian and gay
people and the asylum system (2010)"
Consensual acts between same-sex adults are criminalised in 80
member states of the United Nations and homosexuality results in the death
penalty in six of these countries.
In many countries lesbian, gay and bisexual people face execution,
torture, rape and murder from people in their own community or from their
government.

Five
Human Rights Groups Launch Worldwide '346 No Execution' Campaign (January
28, 10)
Today, five human
rights advocacy groups in five Western nations announced the official
launching of the 346 No Executions campaign, a coordinated worldwide
effort to inspire at least 346 citizens in each member nation
to submit letters
of petition to their respective foreign ministries, specifically
requesting that diplomatic pressure be applied to the government of Iran
to abolish its death penalty.

activists of “GayBelarus” were sentenced to pay penalty for participating
in a humanistic action near the embassy of Iran in Minsk (December 23, 09)
On Wednesday,
December 23, in a court of Soviet region of Minsk a took place a judicial
process over Sergey Androsenko and Sergey Praded for taking part in an
action for defense of Iranian gays sentenced to death.
Sergey Praded got
a penalty at the rate of Br 350 000 (85 euro) for taking part in not
authorized picket action (according to art. 23.34 part 1 of Belarusian
code of administrative offences).

Nemat Safavi from
the city of Ardebil, Mehdi P. from Tabriz, and Mohsen Gh. from Shiraz were
all arrested, tried and sentenced to death in different courts in Iran,
based on accusations of homosexual acts

Human
Rights Watch - Iran: Revoke Death Sentences for Juvenile Offenders
(New York,
November 4, 2009) – Iran should immediately halt the planned executions of
three men under charges of male homosexual conduct allegedly committed
when they were children, Human Rights Watch said today.

Nemat Safavi has
been sentenced to Death (October 31, 09)
According to the
Human Rights Activist Group in Iran, Nemat was detained by Iranian
authorities when he was 16 years old because of his homosexual acts
(Lavat). He was sentenced to death after being tried in the court of
Ardebil.

Iranian
transgenders are not secure in Iran (October 20, 09)
We have received
reports very recently from our contacts in Iran exemplifying the torment
endured by transgendered persons. On Saturday October 10, members of
Basiji forces fired a gun at Sahar, an Iranian transgender, in the
Abbasabad Street of Tehran.

Mohammadi Executed in Iran for A Homosexual Act - Lavat (October 14, 2009)
On October 6,
2009, Rahim
Mohammadi was executed in Tabriz, a city in northwest Iran, after being
convicted of sexual abuse and rape during sexual relations between males
(a homosexual act called Lavat).

On early October
we called our Iranian queer alliances to support Elham who needed money
for her exit permit from Turkey to Canada.
It was a great
online fundraising. On the phone conversation Elham said “I will try my
best to return this money to IRQR. Because I believe you will help others
who are at my situation.”

announce that the first Iranian queer radio called RAHA has been
re-broadcast. RAHA means “Liberated” which
started to
broadcast from April 2005. Its aim was to deliver the message of Iranian

IGLHRC Welcomes Moratorium on the Death Penalty for Juveniles

International Gay and Lesbian Human Rights Commission (IGLHRC) welcomed
the announcement this week by the Deputy Attorney General of Iran that
judicial authorities
would put a
moratorium on the death penalty for juveniles. The moratorium will take
effect immediately, with plans to seek final parliamentary approval.

Studying the human
rights situation in Iran is only possible if all the needs and factors
that contribute to its observance are looked at alongside one another. We
cannot participate in the field of human rights or even speak about it if
it is applied
only to one section of society, if a certain social group is excluded from
it, or even if its comprehensive analysis is postponed. We cannot
correctly prioritize one issue over another because all human rights are
equally important. The culture of respecting human rights must be built

Iran’s Continued Use of Sodomy Laws To Justify Executions and Arbitrary
Arrests
(New
York, July 18, 2007) - Despite a widely publicized outcry two years ago when Iranian
authorities executed two young men in the northeastern city of Mashhed,
the government continues to target, arrest,
prosecute, and execute individuals under its sodomy law. The International
Gay and Lesbian Human Rights Commission (IGLHRC) condemns
Iran’s violations of
human rights law and asks that human rights groups around the world work
to support those targeted by the government.  |

Iran’s Sodomy Law:
Reading Between the Lines
Sodomy laws make it a crime to engage in non-procreative sex. Crimes
against nature, deviant sexual conduct, and homosexual conduct are among
the many terms used within criminal codes
around the world.
Frequently, in the context of arrests and imprisonment, an actual act of
sodomy has not been committed.
Rather, the law is
used to target those whose sexuality is believed to defy social norms and
preferences for heterosexual relationships and to justify state action in
removing the “offenders” from the community.

information from Iran , the 80 young men arrested are under severe torture
and pressure by Iranian authorities but have not been officially charged
yet. Right now, they are held on the account of participation in a party

On January 27, 2007 the
Iranian Queer Organization (IRQO) hosted a symposium which highlighted the
systematic marginalization, stigmatization and violation of basic human
rights in Iran.
Although Iran’s
queer communities were the main focus of this historic one day symposium,
many speakers also addressed other form of discrimination based on gender,
language, ability, political belief and religious affiliation.  |
